Does Baltimore City pick up a full basement or storage cage?

No — the math doesn't work either way. The Baltimore City DPW bulk program takes three items a month, on one Saturday, curbside only, booked through 311 four days ahead. A basement or a packed condo cage is dozens of items, not three, so you'd be rationing the job across most of a year.
